The Active Taxpayers List, commonly called the ATL, is a weekly published register of taxpayers who have filed their income tax return for the relevant tax year. Being on the list unlocks materially lower withholding tax rates on banking transactions, property transfers, vehicle registration and dividends.
The first requirement is a National Tax Number, which for individuals is simply your CNIC once you register on the FBR IRIS portal. Registration is free and requires a valid mobile number and email address registered in your own name.
After registration, you must file the income tax return and the wealth statement for the tax year. Salaried individuals typically need their salary certificate, bank statements, details of any property or vehicles owned, and information about other income sources such as rent or profit on savings.
Once the return is submitted, your name appears on the next ATL update, provided the return was filed before the due date. Late filers can still get on the list, but only after paying a surcharge prescribed under the law.
Staying on the list requires filing every single year. Missing one year removes you from the ATL and immediately doubles many of your withholding tax rates until you regularise your position.
You can verify your status at any time by sending your CNIC number to the FBR SMS service or checking the ATL search facility on the FBR website. Businesses should verify the ATL status of vendors too, since payments to non-filers attract higher withholding rates.
Treat ATL status as part of your financial identity. It affects loan approvals, visa documentation, tender eligibility and the effective cost of routine transactions.
